I think we all can agree that bullies are an issue that no one knows how to solve. The town of Monona in Wisconsin has decided to fine parents if their kids are bullies. Under a new ordinance, parents whose kids are caught bullying are subject to fines between $114 and $177 for each offense. Do you think this is the right?
