When Is It Safe To Plant a Garden? [POLL]

My husband and I always disagree about when to plant flowers and the garden. He always wants to plant the garden at the end of April 30th and I thought the golden rule was to wait until at least after mothers day.

I am not sure when is the best time to plant but I have to admit that as soon as we get a few nice days I feel like it is time for summer even though I know this is Idaho so it is guaranteed to freeze at least a couple more times.
