As I interpret this story, the Department of Transportation would like to make something very clear to people with peanut allergies:  It's not that we HATE you, per se . . . it's just that you don't really matter.  No offense.

The DoT has announced that the only way they can legally tell airlines to stop serving peanuts is if a major study proves that serving peanuts on a plane can put people at mortal risk.

There hasn't been a study that's proven that so far . . . so the peanuts will keep on rolling.  You know, assuming the airlines still choose to serve peanuts and don't start charging a peanut fee.  Which HAS to be coming, right?
