One in 25 Americans Cheat on Their Taxes as Much as Possible

I live in fear when it comes to doing my taxes. I feel like the IRS is somehow in the room when I am putting all of the numbers together and if I mess up someone will come flying through the window and arrest me on the spot. For these reasons I was shocked to find out from Treasury.gov  ...that 1 in 25 people say they believe it's cool to CHEAT AS MUCH AS POSSIBLE on their taxes. Who are these people and why are they not as scared as I am?
