BOISE, Idaho (AP) — State leaders are marking the 150th anniversary of the creation of the Idaho Territory. Gov. "Butch" Otter helped kicked off the celebration with a public ceremony at the Capitol Building Monday. It kicked off a yearlong sesquicentennial celebration for the Gem state. President Abraham Lincoln signed the Act of Congress creating the Idaho territory on March 4, 1863. State Historian Keith Petersen says the move came because gold had been discovered in Idaho, and Congress wanted to use that gold to pay for costs associated with the Civil War.
