BOISE, Idaho (AP) — Republican state Sen. Russ Fulcher has officially filed his declaration of candidacy for governor with the Idaho Secretary of State's Office. In a statement on Wednesday, Fulcher says he stands with the majority of Idahoans who believe that Idaho's position near the bottom of many social and economic measures is unacceptable. Fulcher's declaration sets up a primary challenge with Gov. C.L. "Butch" Otter. Otter on March 3 filed with the Secretary of State's Office his intention to seek a third term. Fulcher is a conservative lawmaker from Meridian who says he disagrees with Otter's decision to establish a state-run health insurance exchange under the federal Affordable Care Act. Running as a Democrat is Anthony Joseph "A.J." Balukoff.
