BOISE, Idaho (AP) — The Idaho Oil and Gas Conservation Commission has approved a plan for greater sage grouse on state endowment lands as part of the state's effort to avoid a federal listing of the bird under the Endangered Species Act.

The commission on Thursday voted 5-0 to approve two sections of the state's 82-page Greater Sage-Grouse Conservation Plan. The sections contain suggestions concerning such things wildfire prevention, invasive species, surface use and noise.

If companies voluntarily agree to comply with some or all of the suggested practices, the state will include them in the permit. On Tuesday, Gov. C.L. "Butch" Otter and four other statewide elected officials of the Idaho Land Board approved the entire plan. It now goes before federal officials for their consideration.
