NAMPA -- A Payette man is facing charges after a scuffle with a Nampa officer and a police dog earlier this month.

Jarod Harper, 20, was pulled over Aug. 19 after an officer noticed his car had a headlight out and was emitting white light from the rear of the vehicle. Harper told Officer Brian Jones his name but said he didn't have any ID. Jones wrote in a report that he suspected Harper was not telling the truth about his identity. When Jones asked the suspect to walk over to his patrol car, Harper refused.

The officer told Harper to turn around and put his hands behind his back, but the suspect bolted, police say. When Jones caught up to him, Harper swung at him several times, ultimately escaping the officer's grip and running away again, according to court documents. Jones was again able to reach Harper, and pushed him to the ground, according to the report.

Police say the suspect continued to struggle and try to strike the officer. Another officer arrived with a police dog named Faro, and Harper was bitten by the dog. Jones wrote that the suspect reached his arm around Faro and tried to choke him as the dog was biting him. After a struggle, police were able to take Harper into custody. He was taken to Saint Alphonsus in Nampa to be treated for the dog bite.

Harper was arrested and charged with mistreatment of a police dog, assault on an officer, resisting and obstructing, possession of drug paraphernalia, driving without privileges and driving without insurance. He is due to appear in court Oct. 1.
