How long do you need to date before you're required to give a Valentine?

I know a guy who just started dating a new girlfriend a few weeks ago. He says he really likes her but it's still a too close to call.

He's not sure about what to do for Valentine's Day. I'm betting that women who are dating, even in a casual situation, expect some kind of gesture on Valentine's Day. With that in mind, he doesn't want to send the wrong message or come on too strong.

What should he do? How long should you be dating before you're required to give a Valentine?
