Does Taking a “Sample” from a Bulk Bin Count as Stealing? [Audio]

This morning we found a study that says somewhere over 30% of adults say they have taken a sample from a bulk bin at the grocery store.

I remember my mom used to snag a tootsie roll or a couple grapes  to keep me occupied while she shopped.

Is this stealing?  Maybe we justify it with the whole “everybody does it” line but in the end, we are taking something without paying for it.  Sounds like stealing to me.  Here’s the big debate we had  on the Morning Show.
