BOISE, Idaho (AP) — Voters will be asked Nov. 4 to amend the Idaho Constitution so that lawmakers can reject rules created by executive branch agencies. The constitutional amendment is the only statewide initiative on this year's general election ballot.

Idaho lawmakers say no other state legislature has this kind of power when it comes to having sole control of executive branch rules. Lawmakers say it's important because the first few weeks of each legislative session is spent reviewing a breadth of rules submitted by executive branch agencies.

The rules in the past have varied from banning same-sex couples from filing joint state income taxes to free speech rights of protesters at the Capitol.
